The Constitution of India bestows all the national government’s executive power in the office of the President. But, in practice, it is the Prime Minister who exercises that executive power. The President is obliged to follow the aid and advice of the Prime Minister. In an ideal republic, both work as a team for the welfare of the nation.
All the scriptures are somewhat similar. They bestow all the executive power of the Universe to God (Theist philosophy), or the Law of Karma (Atheist philosophy). But, in practice, it is a Guru who exercises that power. Ultimately, both work towards a common goal – well-being of the entire creation.
